In contemporary democracies, justice systems occupy a central position among public authorities as autonomous and independent branches of the government. The judiciary – the judicial authorities – needs to update its management and policies, in order to create ‘public value’, not only through ‘judicial outcomes’ but also through processes which may generate trust and fairness.
The key questions in this respect are:
- How can the fundamental requirements of the justice system, such as impartiality and the independence of the courts, together with the autonomy of the prosecution services, be combined with the effectiveness, efficiency and quality in administering justice?
- Can quality models and tools such as the EFQM, CAF and Lean be used in this context, or does the specific nature of justice demand a special approach?
- How does the balance of powers function between justice ministries, superior/high judicial councils, courts and prosecution offices in reforming and administrating justice and its resources?
- Modernisation of justice means changes in procedural rules, administrative processes and performance measurement. How can the justice system manage these changes? During the seminar, management reforms and instruments in the field of justice in Europe will be presented by practitioners and academics, and addressed in more depth during the workshops.
