Thematic Scope In the 2014-2020 programming period, Member States plan to implement over five hundred major infrastructure projects. Major infrastructure projects, i.e. projects with eligible costs higher than 50 million EUR (75 million EUR for projects falling under thematic objectives), are important for the sake of creating growth and jobs, and can be supported by the ERDF or the Cohesion Fund. The European Commission promotes the use of Cost-benefit Analyses (CBA) as objective and verifiable methods for investment decisions. Therefore, in the Programming Period 2014-2020, the rules of conducting CBAs are included in the secondary legislation and are binding for all beneficiaries.

The new CBA Guide has just been launched by the European Commission and JASPERS, nevertheless, methodological questions remain. This practical training shall help national and regional authorities as well as financial advisors and consultants to become more familiar with this management tool.
