Julian Joshua, Leading Competition Practitioner, Joins Steptoe’s Brussels Office

2nd March 2011

(March 2, 2011, Brussels) — Steptoe & Johnson LLP announced today the further expansion of its Antitrust & Competition Group with the arrival of partner Julian Joshua in the firm’s Brussels office.  Mr. Joshua, former longtime Deputy Chief of the European Commission’s Cartels Unit, defends clients in complex international cartel investigations, including advocacy before the European Commission, appeals to the European courts, and related civil litigation.  He was recently recognized by Global Competition Review as one of five top international cartel lawyers.

Mr. Joshua was the lead advocate in the successful defense of United Airlines in the Commission’s Air Cargo case, and he now represents another major airline in its appeal to the European courts.  He is currently engaged in cases involving Marine Hose, Freight Forwarders, and Heat Stabilizer.

Before entering private practice in 2002, Mr. Joshua spent more than two decades at the European Commission’s Directorate General for Competition, rising to Deputy Chief of the Cartel Unit.  He was a driving force behind more aggressive anti-cartel enforcement by the Commission and also designed the Commission’s main investigation and enforcement mechanisms, including the “dawn raid” to launch cartel cases.

In welcoming Mr. Joshua to Steptoe, Roger E. Warin, chair of the firm, commented:  “Julian’s experience at the Competition Directorate and his track record defending large multinational corporations in both European and worldwide cartel cases will be a terrific addition to Steptoe’s competition practice.  For decades, major cartel investigations have been at the heart of our practice, and Julian is a distinguished addition to a central area of our work.”

“Julian’s arrival reinforces the steady growth of Steptoe’s antitrust and competition practice in both Brussels and Washington,” said Kenneth P. Ewing, the leader of this practice.  He added, “Over the past year, we have strengthened our Brussels capability with Robert Fleishman moving to the office, the recruitment of two associates, and the appointment of Yves Botteman as partner and Paul Hughes as European competition counsel.  Julian is a heavyweight addition to an already strong team, which also complements growth in our US antitrust practice.”

In joining Steptoe, Mr. Joshua commented:  “Steptoe’s reputation representing clients in some of the most complex cartel investigations before the European Commission and across the world was very attractive to me, and I look forward to using my experience to help the firm’s clients further navigate this challenging environment.”
