Crowell & Moring Elects Eight New Partners and Promotes 21 Associates to Counsel

Crowell & Moring LLP is pleased to announce that it has elected eight lawyers to the firm’s partnership, effective January 1, 2019. The firm has also promoted 21 associates to the position of counsel. The new partners have been promoted from within the ranks of the firm’s Washington, New York, and Brussels offices, and underscore the firm’s commitment to its Corporate, Government Contracts, Intellectual Property, International Trade, Litigation, Mass Tort, Product & Consumer Litigation, and Privacy & Cybersecurity practices.

The newly elected partners are:

Jacinta Alves (Washington) – A member of the firm’s Health Care and Government Contracts groups, Alves represents health care providers, managed care organizations, and a variety of government contractors and grantees in a wide array of litigation, investigations, health care and government contracts, regulatory, transactional, and compliance matters. Her practice includes counseling and representing entities on matters related to internal and government investigations (e.g., by the Department of Justice, Medicaid Fraud Control Units, ZPICs/UPICs, and various federal agency IGs), the physician self-referral law (Stark Law), the Anti-Kickback Statute, the False Claims Act, receipt of government overpayments, procurement and grant fraud, suspension and debarment, and other federal and state fraud and abuse issues. Her litigation and disputes practice includes both claims against the government as well as commercial prime/sub disputes and health care-related litigation and arbitrations. In 2015, Alves served for six months as interim general counsel and chief compliance officer of a healthcare non-profit that provided nearly $1 billion in assistance, in part, to assess the adequacy of the organization’s compliance and audit plan in light of fraud and abuse risk areas. Alves received her J.D. from Boston University School of Law, where she participated in the Legislative Drafting Clinic and served as an editor; she earned her B.A. in psychology and economics from Emory University.

Rebecca Baden Chaney (Washington) – Chaney practices in the Mass Tort, Product, and Consumer Litigation and Product Risk Management groups. She litigates complex product-related matters, with a particular emphasis on commercial disputes in the automotive and trucking, and consumer product industries. In her commercial litigation practice, Chaney represents clients in crisis management, warranty, indemnity, and breach of contract matters; and is well-versed in class and mass action proceedings. In addition to her litigation practice, Chaney advises clients in product regulatory matters, with a particular focus on 3D printing and the associated legal issues, as well as within her industries of focus. She counsels clients on product liability and risk management issues during the life cycle of products from pre- to post-launch. Chaney earned her J.D. from University of Maryland School of Law and her B.A. from Syracuse University’s S.I. Newhouse School of Public Communications.

Jenny E. Cieplak (Washington) – Cieplak focuses her practice on technology transactions, in particular those involving FinTech and the financial services industry. Her experience includes work on the creation, governance, and sale of electronic trading platforms, exchanges, swap execution facilities, clearinghouses, and data repositories. She counsels clients on technology transactions and IP portfolio management. Cieplak structures and drafts IP agreements that are key to a company’s lifecycle, from procurement, development, licensing, and hosting agreements to M&A and similar exit transactions. She advises clients on collaborative development arrangements, including joint development agreements, use of open source technologies, and joint ventures. Much of Cieplak’s practice focuses on arrangements between commercial users of technology, such as large financial institutions, and providers of technology. She also represents clients in connection with mergers and acquisitions and strategic investments, managing the diligence process, structuring transactions, and drafting and negotiating documents ranging from early-stage investments in startup companies to public company acquisitions. Cieplak received her J.D. from the Georgetown University Law Center and her Bachelor of Music from The Catholic University of America.

Honor Costello (New York) – Costello litigates complex health care, antitrust, intellectual property, and commercial disputes with a focus on class actions and multidistrict litigation (MDL) proceedings. She has represented insurers, reinsurers, managed care organizations, chemical companies, energy companies, financial institutions, and pharmaceutical companies in state and federal litigations and arbitrations. Costello received her J.D. from Cornell Law School and her B.A. from Wellesley College. While in law school, Costello served as a managing editor of the Cornell Journal of Law and Public Policy. She also served as a judicial intern to the Honorable Charles J. Siragusa, U.S. District Court for the Western District of New York.

Anne Elise Herold Li (New York) – As a member of the firm’s Intellectual Property Group and the Firm Trade Secrets practice, Li focuses on patent, trademark, and trade secret litigation, counseling, patent procurement, freedom-to-operate, and due diligence. She represents clients involved in biotechnology, biopharmaceutical, pharmaceutical, medical devices, software, and mobile devices, varying from large corporations to start-ups. She litigates in both federal and state court, has been lead counsel in Inter Partes Review (IPR) proceedings, and has successfully represented clients at the International Trade Commission (ITC). Li handles all aspects of intellectual property litigation, from pre-suit investigations, through discovery, Markman proceedings, summary judgment motions, trials, and appeals. She also assists clients with the evaluation of patents of third parties and rendering detailed opinions relating to patent invalidity, non-infringement, and unenforceability; and procurement and enforcement strategies. Prior to joining the legal profession, Li was an epidemiologist at the New York City Department of Health and worked at the Centers for Disease Control (CDC). Li received her J.D. from Fordham University, her M.P.H. in Epidemiology at the Rollins School of Public Health at Emory University and her B.A. from the University of Chicago.

Maarten Stassen (Brussels) – Stassen is a member of the firm's Privacy & Cybersecurity Group. His practice focuses on privacy and data protection, including the General Data Protection Regulation (GDPR) and cybersecurity incident management, as well as on the legal and operational aspects of the digital ecosystem, including Internet of Things (IoT) and upcoming technologies such as Distributed Ledger Technology (e.g. Blockchain). He has been focusing on privacy and data protection law for many years, first as a lawyer in both Spain and Belgium, and later as European privacy officer of an international health insurance company and as a director in Deloitte’s Cyber practice. Stassen has experience advising a wide range of private organizations and public sector entities on national and international privacy and data-protection-related matters. He is the vice-chair of the American Bar Association (ABA) Privacy and Computer Crime Committee (Science & Technology Law Section) and a former member of the European Advisory Board of the International Association of Privacy Professionals (IAPP). Stassen teaches at the Data Protection Institute and is a frequently asked speaker at privacy and data protection events. Stassen has both a Belgian and a Spanish law degree, and he is fluent in Dutch, English, French, Spanish, and Catalan.

Frederik Van Remoortel (Brussels) - Van Remoortel joined Crowell & Moring in 2001 and is a member of the Corporate and Privacy & Cybersecurity groups. He regularly assists large and medium-sized international companies in setting up and operating their business in Belgium. He works with clients on Belgian and EU M&A transactions and restructurings, including due diligence. A substantial part of Van Remoortel’s work consists of drafting and negotiating complex commercial contracts. In addition to his corporate practice, Van Remoortel advises clients on Belgian and EU data protection and privacy legislation, in particular GDPR. Van Remoortel regularly performs global and local privacy audits and assists clients with the adoption and implementation of compliance programs. Van Remoortel is a Certified Information Privacy Professional/Europe (CIPP/E). He is a qualified lawyer in Belgium and obtained his law degree from the Universities of Namur and Leuven, and a postgraduate degree in tax law from the University of Leuven.

David (Dj) Wolff (Washington) – Wolff is a member of the firm’s International Trade Group, as well as a director with C&M International, the firm's trade policy affiliate. As a partner with Crowell & Moring, his practice covers compliance with U.S. economic sanctions, export controls and antiboycott regimes, and anti-money laundering (AML) laws and regulations. Wolff works with U.S. and non-U.S. clients with respect to all aspects of these regimes, including providing day-to-day compliance guidance, developing compliance programs, including through on-site compliance trainings, responding to government inquiries, conducting internal investigations, and representing them during civil and criminal enforcement proceedings. In collaboration with colleagues, Wolff manages the potential conflict of laws that can arise from the interaction between extraterritorial impacts of U.S. regulations and third country "blocking" laws or data privacy regulations. Wolff splits his time between Washington and London, working regularly with European clients and colleagues to provide coordinated guidance on U.S., UK, and EU sanctions compliance and enforcement. As a director with Crowell & Moring's affiliate, C&M International, he assists clients with international market access issues and represents clients through the multinational negotiation and national implementation of treaties, as well as in the development and advancement of initiatives through the Asia-Pacific Economic Cooperation (APEC) Forum. Wolff earned his J.D. from Stanford Law School, his M.Sc. from the London School of Economics, and his B.A. from Dartmouth College.
